A meeting of the provincial cabinet chaired by Balochistan Chief Minister Jam Kamal Khan approved some important amendments in the Bolan University of Medical and Health Sciences Act 2017. Under the amendments, the former status of Bolan Medical College has been restored. The principal, staff and dental section of the college will be under the administrative authority of the provincial government while Bolan Medical College will be a constituent part of Bolan University of Medical Sciences for the next five years cabinet approved the draft of Balochistan Employment of Children (Prohibition and Regulation) bill 2020 The Cabinet also approved the draft Bill 2020, Elimination of bonded Labor and Rehabilitation of Victims of Bonded Labor Bill 2020, under which those who take bonded labor are sentenced to one year imprisonment and a fine of up to one lakh rupees. However, these amendments have been made under the ILO Convention. Under the amendment bill, vigilance committees will be set up at the district level. Provincial cabinet approved amendment in Balochistan Mineral Rules for making more beneficial BMEC and BMRL under the proposed amendment, both the companies would have legal protection to take mining lease and the companies would be able to partner with the private sector in PPP mode in exploration and development of mineral deposits. At the same time, they will be given priority in the competitive process of obtaining leases. The meeting agreed to ensure protection of the interests and ownership of the people of local tribes and related areas under the Mineral Rules. It was also decided to in list the both companies in stock exchange . It was unanimously agreed in the cabinet that the mining sector is one of the top sectors which will be the basis for increasing the revenue of the province. In this regard, the cabinet members termed the establishment of mineral companies as an important development. Appreciating the vision of the Chief Minister of Balochistan, the Secretary Minerals informed the meeting that a meeting of the Board of Directors of both the companies was held yesterday under the chairmanship of the Chief Secretary in which important decisions were approved. Cabinet also approved an increase in traffic fines rate to implement traffic laws in letter and spirit The provincial cabinet also approved a draft amendment to the Building Control Regulation 2019 Under which the Balochistan Building Ordinance 1979 will also apply to Quetta. The Secretary Local Government informed the meeting that so far Building Code 1937 is in force in Quetta while all the provinces except Quetta have applicable building laws of 1979 . Cabinet also been briefed about relief package for agriculture sector In the context of COVID-19, the subsidy given by the federal government on fertilizers. The Secretary Agriculture briefed the meeting on the modalities of implementation of subsidy, registration of farmers and fertilizer dealers and other related issues. Cabinet decided to take this issue to CCI for increase in Balochistan share.The Cabinet also approved an amendment in Re appropriation Rules 2019 under the Balochistan Financial Powers . The Cabinet also approved to give power to the Chief Minister to change the government rules but it will not include service rules. The Cabinet approved in principle the proposed amendments to the Balochistan Levies Force Act 2010. Giving instructions to amend the titled as Levies Force Act 2010 (Amendment Bill 2020), the Cabinet also approved the draft Balochistan Government Employees Leave Rules 2020 which will be applicable in place of Government Employees Leave Rules 1981. The Cabinet directed the Department of Information Technology and Science to determine the feasibility report and suitable location of the project for setting up a space center for scientific research and recreational purposes .The Cabinet also approved the release of the total amount of funds allocated for procurement of machinery and equipment, for which the Rules of Business will be amended. Cabinet while Approving in principle the decentralization of Medical Store Department (MSD) and procurement of medicines at divisional level, directed the Chief Secretary, Secretary Health and Secretary Finance to submit a summary finalizing all matters in this regard. The meeting also directed the Communications Department to prepare a report for imposing toll tax on inter district important provincial roads.Addressing the meeting, the Chief Minister said that during the current financial year, Hundreds of kilometers of road construction projects are included which should be of the best quality so that these roads can be used for long distance travel and freight, he directed to increase the level of asphalt to strengthen the roads, the Chief minister said that in the past there was only talk of protection of coast but present provincial government is taking practical steps to protect its coast and resources. The future of Balochistan has a bright and vast potential in the mineral and energy sectors for which companies have been set up in the minerals and energy sector,Which will increase the revenue and financial resources of the province.
