A high level meeting chaired by Balochistan Chief Minister Jam Kamal Khan reviewed the issues related to master development plan of Quetta and master planning of 30 other towns of the province and approved some important decisions. The meeting was informed by the Urban Planning and Development that the ongoing tender process for procurement of consultant services for the preparation of Quetta Master Plan would be completed by the 30th of this month. Chief Secretary Balochistan Fazil Asghar, Secretary Urban Planning and Development Khaliq Nazar Kiani, Secretary Local Government Saleh Nasir, Secretary Information Shah Irfan Gharshin, Director General QDA Salahuddin Noorzai and Administrator Quetta Metropolitan Corporation Tariq Mengal attended the meeting. Concern was expressed over the situation arising out of construction of commercial buildings in residential areas in Quetta city and in this regard it was decided to legislate for amendments in the relevant rules and regulations of the Metropolitan Corporation and Quetta Development Authority. An immediate ban on the transfer of commercial plots was approved and this process was amended by amending the rules of QMCO RQDA and issuing NOCs by these agencies as well as land zoning of the city. It was decided to make it conditional on completion. New roads to be constructed under Quetta package including Sariab, Qambrani, Nawan Kali, Sabzal, Radio Pakistan, Nawan Kali Bypass, Hanna, Joint Road, Prince Road and Patel Road. There are immediate new constructions It was also decided to impose a ban on vehicles and the Commissioner Quetta Division was directed to ensure implementation of the ban. In this regard, a committee headed by Commissioner Quetta Division was also formed to conduct land zoning of new roads and commercial buildings. The meeting directed to take strict notice of the construction of commercial buildings and plazas in violation of building code in Quetta city and directed the concerned agencies to take action against such buildings. The meeting also reviewed the procedure for issuance of NOCs to private sector housing schemes. The DGQDA briefed the meeting in this regard. The meeting also directed the DGQDA to issue NOCs for housing schemes. Addressing the meeting, it was directed to regulate the procedure for issuance of basic necessities such as drainage, gas, electricity, water and roads to address the grievances of the people. Expressing displeasure over the delay in preparation of Quetta Master Plan, the Chief Minister said that Charity affects the usefulness of development projects, he said, adding that ad hocism should be eradicated by redefining the boundaries and powers of the institutions responsible for urban development, and the relevant institutions and administrations should abide by the old laws to prevent illegal constructions. Legislate for improvements and amendments so that these laws are clear and the ambiguities found in them are removed, he said, adding that if the revenue staff performed their duties honestly and dutifully, there would be no encroachments or encroachments on government lands. The Chief Minister said that accountability is necessary for a sense of responsibility. When the officers and personnel are held accountable and responsible, they will not fail in the performance of their duties. Directed the immediate implementation of the master planning plan.
